The Judges’ Committee on Notaries Public is appointed under the Clermont County Common Pleas Court Rules of Local Practice 14.2. The Committee shall conduct examinations at least once a month, of all applicants for appointment as Notaries Public of the County for the purpose of determining whether the applicant possesses the qualifications necessary to the proper discharge of the duties of the office.
The Committee also prepares, under the auspices of the Clermont County Bar Association, a Manual for Notaries Public. It is their hope that the Manual may be of some assistance to notaries public by defining and explaining, in some measure, their powers and duties, and also the penalties for their misfeasance. It does not, nor is it intended to cover all of the aspects of its subject matter, it is merely to serve as a guide.
Every notary public should carefully read and critically examine all of the statutes of the Ohio Revised Code pertaining to notaries, as well as have a clear and comprehensive understanding of their basic functions. If a situation arises where a notary is doubtful, he should seek the advice of competent counsel before attempting any official act.
